The Riverside Capital Improvement Plan (CIP) is used to forecast future public improvements and facilities in the City and to provide data concerning need, cost, timing, funding sources, budget impacts and alternatives. The goal is pursued with the following objectives:
- Utilize the objectives of the Master Plan when reviewing and updating the CIP program
- Integrate the CIP budget into the Operating Budget in order to provide a comprehensive financial plan for accomplishing Riverside's goals
- Execute the CIP budgetary process in a manner that will provide the Governing Body with an opportunity to respond to community needs
- Ensure that all decisions and actions will assist in maintaining a healthy fund balance
- Leverage City resources against federal, state, and county funds in such a manner that present and future citizens of Riverside will be provided with the highest level of services and facilities without adverse financial impacts in the future
